Promoting integrity and fairness in police departments when it comes to police dealing with the general public. Non-criminals. Lets be honest folks when I grew up I was told the police man is my friend. The police man was their to help you and protect you from the criminals thus the term protect and serve. Well, I grew up and I know that's pretty simplistic, but a police man, police woman's, employing police department is judged by the public as only as good as the lowest common denominator (police officer) which is the worst police man , police woman, police officer.
Ralph (AKA: Bucky) Phillips on 4/2/2006 Escaped from Jail with 3 days left on his sentence and shot a NYS Trooper. After 4 months on the run 08/31/2006 he ambushed and shot 2 NYS state troopers, trooper Joseph Longobardo Died of his Injuries GRHS on 9/3/2006. Bucky wasn't on death row and he wasn't in for life, he was in jail for 3 months on a parole violation. These where cowardly acts by a coward, it pains me to have to mention his name on the same line, same page, same website, in the same breath as the brave men he shot.

I am pleased to say Bucky was captured by the NYS Troopers, Pennsylvania State and federal and local police on 09/08/2006 at 8 PM.

Christ said there is no greater love than a man have than to give his life for his brother (Original translation). Most people interpret that to mean die for your brother. I am more inclined to think he meant a life in service to others.
Either way Trooper Longobardo has fulfilled both assuring him a place in heaven...
The most interesting thing to me that the Superintendent of the NYS Troopers said today 09/08/2006 was that besides his troopers follow the rules laid out for them in what is and what is not legal in apprehending a fugitive or using deadly force was something he said in the noon press conference.
The Superintendent said that the NYS Police don't set there dogs on the fugitives they are hunting in a man hunt (when asked why a trooper didn't set the dog on Bucky, but shot at him instead), that's a Job for a human to do.
That says it all to me, even when the NYS Police are hunting an escape convict that shot fellow troopers and murdered a fellow trooper they act with integrity and honor and treat the hunted as a human being and not like an animal.

at 8 PM in Pennsylvania.
The other day I said to someone at a store when I saw two troopers gassing up the patrol car going to look for Bucky, I don't know what to say to the troopers, I feel sorry for them and then on TV I heard someone else say they feel sorry for them.
I think we both meant to say sorrow for their pain and concern for there well being. If anything good comes of all this, it is the realization that cops are just as human as anyone else and thought we confer special powers on them, their lives are fraught with perils and there mortality is just as fragile as our own, if not more.
Today as I was watching the troopers press conference, the trooper expressed frustration over it taking a Trooper being murdered to get the publics help.( I am going to point out that other police agencies didn't come to their aid in any force either until the murder of the trooper either, probably because nobody would approve the overtime and I would expected their brother officers from other troops and other agencies to be out there on their days off working for no pay on their time off until Bucky is caught and if that is the case, you not only have your fellow officers respect, you would have mine and the rest of the publics respect also).
I heard that fellow Troopers did volunteer there off time, it doesn't matter if the offer was accepted, it goes to show you they are a cut above the rest.
On 8/08/2006 I stopped by the State
Police barracks
on RT62 in Collins. I was greeted promptly and professionally by a trooper
at the door. I had a few questions about a problem I am having and the
Trooper went over possible actions on my part and the limitations of what
the Troopers could do in this case. He took the time to answer my questions
and wished me good luck.
I have a Big thing about Police being
professional and having Integrity. I
just thought you would like to know personally I judge all other police
departments against the NYS Troopers. Keep up the good work.
I hope you get Bucky sooner than later.

On this site I have said I am plagued by a Cassandra like complex and I never wonder if my life would have meaning. It is usually filled with strange coincidence. My birthday is April 2, Bucky escaped April 2nd, I grew up and spent the first 5 yrs of my life in Elmira NY. The first Trooper was shot in the Elmira NY area. I move to Gowanda NY and spot someone I believe is Bucky on a Saturday morning while going for coffee call the police and they don't believe it when they get there, Bucky was probably looking for guns that morning and if the Police responded in force and believed me they may have stopped him cold. I am just glad that I called that morning, I debated weather to call, but if 2 more people got shot after I didn't call and it was Bucky I would feel like hell because I didn't do my moral duty, even though I know events are rarely under our control and all we can do it try our best each and every time whether we are a regular Joe or a police officer.

Sheriff Howard has fired the Deputy in the Erie County Jail that failed to do his Job and reset the alarm without investigating or telling anyone to investigate when Ralph Bucky Phillips escaped the Erie county prison in Alden NY on April 2,2006. I don't care what the union says in my opinion this man partly caused or is complicit in the Murder of a NYS Trooper and the shooting of 2 more NYS troopers and from what is being said he tried to cover it up( he's lucky the DA doesn't take to a Grand Jury). Hopefully this be a wake up call to others in the Erie County Sheriffs department and other Erie county police departments that you must do your job right, if you want to keep your job and laziness, unprofessionallism, and corruption will not be tolerated by Sheriff Howard, and the sheriffs department.
Saturday morning at 8 am August 26, 2006 while driving down RT 438 on the Indian reservation halfway between James and Richardson rd I spotted a man that looked like Bucky Phillips wearing a Orange shirt and black baseball cap walking on the side of the road but his head was turned and it did not look like he had a mustache. After calling 911 and finally calling 411 for the number for Fredonia State Police. I reported it to the Sergeant on the phone. It was 8:12 pm. I went on to Tim Horton's and about 8:30 or 8:40 while returning on bush road I observed a Man walk out of a back yard on Bush approximately 3 house from the corner at that time I saw that the man had Foomanchoo mustache and I positively Identified him an Buck Phillips or his twin brother. I proceeded to 438 and turned around to took one more look. I went back down bush and Bucky was walking to the corner in the yards. I went out of site and turned around when I came back to Bush and 438 he was standing in the corner yard smoking a cigarette back handed like a con or a kid would do in the school restroom. Now I am 99.9% sure that it is Bucky. I turn right on 438 and call 911 and they ask me if he is still in sight I say no but I will turn around. This time I pass Bucky he is pulling on a broad on a shed attached to a trailer like he was trying make a hole to enter the trailer's shed. I tell 911 they tell me to get out of site a wait for the cops. By the time the sheriff and trooper got to me and when back to where I saw Bucky, he was gone. I pulled down there and the sheriff told me it wasn't Bucky the state police are looking for him in PA. He broke up a party down the street if could of been somebody from that party.
I will say this, I once picked out a Black man that robbed the Audio and
Video store I was
managing when he put a gun in my back( I no good before my first morning
coffee) and I saw him for less than 1/10 of a
second and went threw about 6,000 mug shots to pick him out. (A long story
they closed the mall down called in swat and a 10 hour ordeal assumed if was
on every channel in DC I even got on TV, I have a copy) James Leroy
King got 20 yrs.( When I was 19 I actually tried to disarm someone that
pulled a saw off shot gun on me, yrs latter I found out it had a hair
trigger and the guy that pulled it on me was scared s*** less that it was
going to go off, so disarming gun toting thugs unless I have a chance of
doing cleanly, or I think I will get shot anyways is not an option) Also I dated American Indian woman when I was younger. I
lived in the Washington DC area for 8 yrs. After 8 yrs down there I can
understand any dialect of broken English and identify anyone of any race
easily.
I wouldn't of wasted the $1.50 to call 411 if I knew the police response would be
so lame, especially because the guy had shot a cop. If you want the
publics help, please take it seriously, if you would have I am positive you
would have got Bucky.
I have looked at Bucky's wanted poster on my site about 100 times and I don't
take wasting the police time likely. So If you haven't seen Bucky in PA since
Friday Night I would suggest looking around where I said he was and since he
probably observed me and the cops leaving he probably thinks he is safe in
that area.
09/08/2006 10:46 PM I hate to say this but after looking at the captured picture above, I get this sinking feeling in my gut. I am more positive than ever that it was Bucky that Saturday morning, I feel sick, almost the same way I felt on 9-11-2001. I hope I'm wrong. I really can't F***ing believe it myself.

I can see where to a trooper who does his job with integrity and honor would be perplexed, but the general public dose not easily make the distinction between deferent police agencies and the troopers got lumped in with the publics feeling about police with less integrity, all you have to do is go to the first page on this site, I'm not saying anything that everyone in WNY doesn't already know and I think people who where helping and routing for Bucky where rebelling against what they see as to many police, to many cops without common sense and to many crocked cops, but also what they see as over equipped local police departments with the latest equipment, boats, snow mobiles, ATV's, motorcycles, bikes, helicopters, 4by4's, cars, supported on the local publics back with high taxes and local court ticket mills that are scams when they are barley making ends meet themselves and instead of preventing major crimes and government corruption they perceive most local police would rather harass the poor, give out speeding tickets and punish the youth of WNY for being youth. I truly believe that most young people leave this area to get away from the overwhelming Local police presence that they believe won't be happy until every youth in WNY has a criminal record. It is much like MADD won't be happy until the legal alcohol limit is 0.00 and what happens instead all these kids are hooked on Meth, Ecstasy, GHB, Heroin or Cocaine instead of Beer. Drugs that ruin your life for life. This is what the 21yr old drinking age has gotten us, less highway deaths and more lifetime drug addicts.
So if you are a generally law abiding person who speeds all the time you should only get a ticket once every 6 yrs and that should be your main contact with the police and this is what happens in most parts of the country, but not in WNY!
That aside, I always hoped the Police would get Bucky fast without any deaths.
I really want this page to be about the brave Troopers that got shot, not me nor my thoughts but if I don't address everything it would be insincere and instead of being believable as the person I am I would sound like some sunshine blowing liberal which I'm not.
I'm sorry I had too say that on this page.
